Bagyong Ruby maintained its strength of 195 kph according to the latest PAGASA weather forecast this morning, December 6, 2014. As of 9:00 a.m. today, the eye of Typhoon Ruby was spotted at 200 km East Northeast of Borongan, Eastern Samar.
